Shigure really is a mystery. He is manipulative and secretive. He acts happy a lot around Tohru, but it is obvious he has a much more serious side to him. He wants something very badly, and does not care who gets hurt in process, as long as he gets what he wants in the end. If you pay careful attention to what happens in the story, you will notice that a lot of things would not have happened if not for Shigure. He also writes perverted novels, and enjoys tormenting his editor, Mitsuru, who he often calls 'Mit-chan', by not giving her his latest manuscript.
